FTimecodeEstimator::CalculateEstimatedFrameTime

Calculate the next qualified frame time based on the samples store in our regression estimator.

Description

Calculate the next qualified frame time based on the samples store in our regression estimator. This is called on FetchAndUpdate() and updates the internal cached frametime value.
