TNetSimLazyWriter

Reference version of LazyWriter. This is what gets passed through chains of ::SimulationTick calls. This is to avoid copying the TFunction in [TNetSimLazyWriterFunc](API\Plugins\NetworkPrediction\TNetSimLazyWriterFunc) around.
