Remarks
Handle when the model weight is zero. This is called when ticking with a zero model weight. The SetupNeuralNetworkForFrame and RunNeuralNetwork calls are skipped in case we have a model weight near zero, as optimization. Instead, this method is called in that case. It can be used to for example set morph target weights to zero.
