Remarks
Update the SampleIndex and MeshData for a given time true if the SampleIndex and MeshData were updated
Parameters

| bLooping | Whether or not the animation is being played in a loop |
| InOutMeshSampleIndex | Hold the MeshSampleIndex and will be updated if changed according to the Elapsed Time |
