InSampleView InSampleView is expected to contain interleaved audio with (InSettings.FFTSize * InNumChannels) number of samples.
InNumChannels Number of input channels.
OutChannelEnergies Will be populated with energies on a per channel basis.
The overall perceptual energy is returned.
