Initialize the network driver in server mode (listener) true if successful, false otherwise (check Error parameter)

ListenURL | the connection URL for this listener |
bReuseAddressAndPort | whether to allow multiple sockets to be bound to the same address/port |
Error | out param with any error messages generated |
